China Visa & Visa-Free Entry Policy Guide: Short-Term Stay and Talent Facilitation Measures
Apr 22 2025

1. General Visa-Free Policies (Short-Term Stay)

15-Day Visa-Free Entry:

Citizens holding ordinary passports from the following countries are eligible for visa-free entry into China for up to 15 days for business, tourism, family visits, or transit purposes: Singapore, Brunei, and Japan (limited to single entry and must enter via designated ports).

30/90-Day Visa-Free Entry:

Certain countries have bilateral agreements with China allowing longer visa-free stays, such as the United Arab Emirates, Qatar, Serbia, and others.

2. Facilitation Policies for Foreign Talents

Hainan Free Trade Port Visa-Free Entry:
Citizens from 59 countries (including the United States, the United Kingdom, France, Germany, etc.) may enter Hainan visa-free for up to 30 days if invited by a travel agency. This applies to tourism, business, family visits, etc. (Note: activities must be confined to Hainan).

Extended Stay:

Foreign professionals engaged in business, academic exchange, or scientific research in Hainan may apply to extend their visa-free stay to up to 180 days, subject to certain qualifications.

Shanghai Cruise Visa-Free Entry:

Travelers from certain countries arriving in Shanghai by cruise ship as part of a tour group may enjoy 15-day visa-free entry.

Greater Bay Area (GBA) Visa Facilitation:

Foreign professionals in Hong Kong or Macau who meet the criteria for high-level talent may apply for a 5-year multiple-entry visa for convenient access to mainland cities within the GBA.

3. Regional Policies (e.g., Free Trade Zones, Innovation Hubs)
In regions such as Beijing, Shanghai, and Guangdong, foreign high-level talents and core members of innovation and entrepreneurship teams may benefit from streamlined procedures for work permits and residence permits. Some areas are piloting ‘port visas’ or ‘talent green channels’ for fast-track entry and stay.

4. Long-Term Work Visa Facilitation
While there is no policy for direct ‘visa-free employment’, qualified foreign talents (such as holders of Category A Work Permits) may benefit from:

R Visa (Talent Visa): Valid for up to 10 years, allows multiple entries, and permits each stay of up to 180 days.

Green Channel: Certain cities like Shenzhen and Hangzhou offer expedited approval and residence services for top-tier foreign talent.

Important Notes

Visa-free entry does not authorize employment. Foreign nationals intending to work in China must obtain a Foreigner’s Work Permit and a work-type residence permit.

Policy updates: For the latest information, please refer to the National Immigration Administration (https://www.nia.gov.cn) or consult the relevant Chinese embassy or consulate.
